I have identified this item as the Dinky 994-G-1 Pullman Loading Ramp in blue.
The item features a pressed tin ramp, painted in the same blue as the Pullman Car Transporter. The underside of the ramp has dark blue printing reading "Dinky Toys, Made In England, Meccano Ltd" on three lines towards the top of the ramp and "Loading Ramp, For, Pullman Car Transporter" towards the bottom of the ramp. The reference number "994" appears at the very bottom of the ramp.
This item was issued between 1955 and 1964.
